Council Program Fee - Starting in 2021

Starting January 1st, 2021, the Pikes Peak Council will implement an annual local council program fee. This fee will be in addition to the national membership fee, and will replace the Family Investment in Character Campaign.  This change was approved by the Pikes Peak Council Executive Board during their March meeting. 

This new fee structure is being implemented out of necessity to ensure the needed support for our organization, boost unit level support, and focus on quality programs, while being able to provide the required insurance coverage in order to be able to continue to provide a robust Scouting program.

National Membership Fee ($66/youth & $42/adult)

  • More time to invest in Unit Service


The Pikes Peak Council has worked hard to keep the cost of scouting as low as possible for our families. Our council is fiscally sound, however it is important that we continually review our financial structure in order to guarantee the longevity of our local council programs and resources.

One of the largest expenses that the Pikes Peak Council has each year is our insurance package. The total cost of insurance paid by the Pikes Peak Council is over 80% of Family Investment in Character.




The Pikes Peak Council is committed to working to help your unit continue to provide a quality scouting experience for every family. Instead of utilizing dozens of volunteers to conduct Investment in Character presentations at your unit, we will increase Commissioner service and available staff time to help your unit in any way possible.

  • As part of this fee, ALL rank advancement (cloth badges of rank and Eagle kits) will be free to units and should not be budgeted in your annual budget.
  • This will also eliminate the Family Investment in Character campaign.



Scouting continues to be one of the best value programs for youth and families available today. Together we are preparing young people for life and helping to build strong bonds in young families.

  • Only 14% of families participate in Family Investment in Character.
  • Pikes Peak Council has seen a 20% reduction in staff since 2018.
  • In the last two years (2018-2019) The Pikes Peak Council has reduced planned expenses by over $280,000 due to declining support and revenue.


Q:  Will there be scholarships available?

A:  Scholarships are available for the Council Activity Fee and applications are now available.  Scholarship funds are extremely limited and will be awarded based on several criteria including financial need, scouting participation, fundraising participation, and adult leader training status.  There are two types of scholarships available for 2021.  Click on the type below for a scholarship application.  (forms must be submitted by December 4th @ 5:00 PM)

  • Family Scholarship - for those families in need of financial assistance with two or more registered youth and at least one parent in a unit level leadership position.
  • Individual Scholarship - for those individual scouts in need of financial assistance that meet all other criteria.

Q:  When will this start?

A:  This will start in January 2021 during the next charter year.

Q:  Is scouting still affordable?

A:  Yes, Scouting is still one of the most affordable programs for your family today. The average program costs per scout (before a summer camp experience and inclusive of the new council activity fee):

  • Pack - $275 - $325 per year
  • Troop - $350 - $400 per year
  • The average selling scout earned $207 for their program during the 2019 popcorn sale, and approximately $43 during the 2019 camp card sale.

Q:  The Family Investment in Character Campaign is going to end, can I still donate to the Pikes Peak Council?

A:  Yes, we will still encourage you to make a donation if you can to help provide scouting for those that may need a little extra help affording this great program for their family.  

Q:  Will this program fee replace all fundraising by the Pikes Peak Council?

A:  No, while we will no longer be conducting a Family Investment in Character campaign, this will not replace all of the funds needed to operate the Pikes Peak Council.  We will still conduct our Investment in Character Breakfast, special events like our Golf Tournament and Sporting Clay Classic, and our Community Sponsorship program.
